초록
(Purpose) This study analyzes the structural problems in Korea’s foreign professional human resources policy, reflecting on the policy discussions from 2016 and incorporating the latest 2025 policy changes, including the introduction of the Top-Tier Visa and Regional Pilot Visa Program. It aims to provide practical improvement measures based on a comprehensive policy evaluation. (Research methods) Employing qualitative policy analysis and comparative policy analysis, this research conducts a time-series comparison between the 2016 Prime Minister’s Office advisory materials and the 2025 policy documents. The analysis is guided by OECD DAC evaluation criteria—relevance, efficiency, and effectiveness—and employs a logical framework to systematically assess policy validity and coherence. (Findings) The study confirms persistent structural issues such as fragmented inter-ministerial governance, mismatch between labor market demand and policy supply, and inadequate settlement support for foreign professionals. Although the Top-Tier Visa has established a basis for attracting elite talent, its application scope remains limited and linkage with the existing E-7 visa system is weak. The Regional Pilot Visa Program shows potential for regional demand-driven talent attraction but faces challenges in balanced allocation and requires cautious evaluation for nationwide expansion. (Conclusion and recommendations) To enhance Korea’s foreign professional human resources policy, the study recommends formalizing a ‘bridge’ system that enables E-7 visa holders to advance to the Top-Tier Visa, thereby strengthening policy coherence and talent retention. The performance of the Regional Pilot Visa Program should be thoroughly evaluated to inform a strategic and gradual nationwide rollout. Additionally, establishing a central integrated management body with expert participation across ministries is essential to improve policy coordination and shift towards demand-driven, unified management.
