Meritocracy in public service has contributed to ensuring fairness and efficiency by utilizing abstract criteria such as ability, qualifications, and performance. However, evolving societal demands and changes in public administrative environments may act as a factor hindering the sustainability of public service. This study examines the historical development of meritocracy and the establishment of the concept of neutral competence. In response to the increasing complexity of meritocracy's meaning, this research emphasizes the need to move beyond a singular, standardized criterion of merit and advocates for the integration of responsive, collaborative, and ethical competencies into a more flexible and multidimensional framework for personnel management. This study highlights the necessity of redefining meritocracy to address contemporary societal demands, proposing its application to recruitment, promotion, and reward systems in a way that reflects diverse competencies and enhances the overall effectiveness of public service.
