Universities in Korea are facing an existential crisis due to constant competition from other universities and capital- and market-related problems, and they are carrying out higher education and general education reforms to overcome this crisis. However, this reform is led not by the universities but by the government, which has affected the financial situation of the universities. One of the harmful consequences of this is that because higher education reforms seem to be focused on practical learning, general education has been ignored or been made to undergo reforms in name only. Therefore, this study will examine how general education and higher education policies have coexisted and collided within the great trend of Korea's higher education policies and provide policy suggestions for reforming general education. © 2017 International Information Institute.
