Recently, the ‘Blacklist’ in culture and arts area has become a controversial issue in Korea. This paper aims to reveal the nature of state support by exploring history of the support in culture and arts area and examining its relation to state’s interest in regulating individuals and society as a whole. For the purpose, it examines the history of state support for the arts in Germany and England in modern times, and points out the support functions as a way of liberal government, which pursues to govern the society by encouraging individual’s capability with well-designed tactics and techniques. Korean history of state’s intervention into culture and arts area is analysed in this context of liberal government. With the introduction of ‘field’ and ‘habitus’ by Bourdieu, it analyses arts field in Korea has been constituted by strong intervention of state and as a result, it has not successfully secured the nature of its own, irreducible to another ‘fields’. As a conclusion, it suggests that reinforcing arts field and restoring its characteristic irreducible to another fields can regulate state’s ideological intervention and control over the arts field.
