초록

This study aims to analyze the enactment process of ‘Framework Act on Prevention of Violence Against Women’ by applying the Kingdon's multiple streams framework. In the problem stream, this paper looked at indicators related to violence against women, the occurrence of violent crimes against women and the #MeToo movement, and the limitations of the existing legal system related to violence against women. Also, in the political stream, government change and legislative movement of women's organizations, and as the policy stream, alternatives of the Ministry of Gender Equality and Family, women's policy research institute, and women's organizations were examined. As a result of the analysis, the problem stream and the political stream were the main streams in opening the policy window, and here the policy stream, which has been discussed for a long time, was coupled and the final product was derived. In this process, it was the president and the ruling party legislator of the National Assembly who played the role as major policy entrepreneurs.
