Smart work was introduced for the purpose of improving work-life balance and labor productivity of members, but the rate of settlement and utilization in the workplace has not been high. Thus, this study analyzed the relevance of work-life balance and the mediated effect of job autonomy. The analysis showed that the flexibility, self-control, and disadvantages of personnel evaluation of the smartwork had a direct impact on work-life balance, while utilization and individualism tendencies have been shown to have indirect effects Work-life balance by mediating job autonomy. As a result of the study, three directions were presented. First, the establishment of a detailed evaluation system of public organizations and the implementation of smartwork day at least once a week. Second, non-face-to-face education system development and learning support should be provided step by step. Third, organizational structures need to be changed horizontally.
