This study analyzes "Double Reduction" policy―a key educational regulatory measure in China―and the corresponding response strategies adopted by firms. In particular, it examines how Chinese EdTech companies strategically reacted to the sudden regulatory shift and sought to achieve corporate innovation under such constraints. In 2021, Chinese government introduced a policy that banned private tutoring related to school curricula causing a severe crisis across the Chinese private education market. Through case studies of two technology-based startups and one traditional education company, this study identifies the firm-level strategic shifts after the implementation of the Double Reduction policy. The analysis indicates three main findings. First, while all three companies complied with the new regulations, they explored new business strategies aligned with their existing core competencies. Second, although the regulations caused short-term financial losses, they ultimately served as a catalyst for business model transformation and technological innovation in the long term. In conclusion, this study confirms that regulations can induce differentiated innovation paths depending on a firm’s core capabilities.
