초록

This paper examines the nature of Chinese and American engagement in Africa; the ways in which the two view the continent, and explores the economic and political impacts of enhanced geo-economic competition especially for oil between them. The paper then examines the impacts of increased American oil investment on the continent and stepped up security assistance with which this is associated. The paper concludes that even though China's diplomatic efforts and practices for its energy security seem to undermine US goals of punishing "rogue states", contrary to those pessimistic views, China has in many directions accommodated the US and is willing to posturize joint efforts for energy security through its African venture. The research concludes that by improving its activities and image as a donor, China can largely change western perceptions of its behavior in african thus greatly reducing potential conflicts with the US. Both China and the US are becoming increasingly dependent on imported energy. As such, they are finding more common interests with regard to oil affairs in Africa. Both hope to see political and social stability in the continent and a stable supply of oil at a fair price in international oil markets. They have the foundation and reason to turn oil in particular and energy in general into a cause for confidence building between them.
