해외 주요국의 빅테크 규제 흐름과 국내 정책의 시사점: 디지털 주권과 산업 진흥 담론을 중심으로

초록

While there is a growing trend of competitively importing foreign policy discussions for institutionalization, the underlying contexts of these policies are often insufficiently considered. Driven by this concern, this study contextually examines the characteristics of international discussions on the regulation of global Big Tech and seeks to derive implications for domestic policy discourse. The findings reveal that while the EU has promoted the application and expansion of holistic and comprehensive regulations from the perspective of a normative hegemony strategy for its integrated market, countries such as Japan and Canada have developed detailed responses focused more on their respective domestic core issues. Furthermore, the study identifies a high degree of complexity in Korea's institutionalization debates, stemming from its unique ecosystem where indigenous platforms engage in effective competition with global Big Tech. Based on these discussions, this study argues for the need to move beyond viewing foreign policy cases merely as “raw materials” for policy and instead approach them as tools for understanding the procedures and processes of mediating conflicts and issues.
