초록

The importance of sports is greatly increasing on the basis of the governmenral balance development policy to achieve the regional development. Actually the local self-governing bodies devote their best efforts to expand the local economy, so to call it, “The War of Economy Sports”. It is urgent to construct and experiment efficient sports governance to realize the local development through sports. Also, systematic strategy is necessary to maximize the outcome of the local development by dividing into three steps: setting the objective, carrying out the plan, expost management. First, clear and definite objective and strategy should be set up and sports properties which fit the region should be chosen in the objective setting step. Second, horizontal network among the government, the local elf-governing body and the local citizens should be set up to investigate the demand and propriety and to solve the efficiency problem. Third, cooperative system of sports committee with local professionals and the organizations should be established for the proper use of sports facilities and economic outcome.
