북핵 대응 3축체계의 진화와 발전 방향

초록

This study evaluates ROK conventional counterforce posture developed in response to North Korea’s advancing nuclear and missile capabilities. Rather than a single strategic design, this posture evolved through ROK indigenous force development, inter-Korean arms race, and changing burden sharing within the ROK-US alliance. Also this posture has generated both risks including conceptual ambiguity and crisis instability, and opportunities strengthening damage limitation posture and leverage over U.S. extended deterrence. The study argues for clarifying strategic objectives, strengthening conventional–nuclear integration with the U.S. and procuring non- nuclear strategic capabilities as way ahead for ROK conventional counterforce capability.
