초록

The purpose of this study is to analyze Japan’s policy on accepting foreign caregivers, and based on this, make suggestions for the acceptance of foreign elderly caregivers in Korea. To this end, we analyzed academic information from Japan, conference data from the Ministry of Health, Labor and Welfare, the Ministry of Foreign Affairs, and the Ministry of Justice, as well as data from notifications and laws. Japan's foreign care worker policy consisted of EPA, nursing care residency qualification, technical internship system, and specific skills. Based on this, the implications for Korea are as follows. First, Korean language education should precede entry. Second, it is necessary to improve the working conditions of migrant foreign elderly care workers. Third, the period of stay and the corresponding support policy should be prepared.
