How do Public Sector Employees Perceive Administrative Dilemma? An Empirical Assessment of Perception and Experience of Accountability Dilemma

This study aims to identify and determine the effects of individual and organizational factors on public sector employees’ perceptions of accountability dilemma. The research findings show that the motive to achieve in the public sector reduces the extent to which a public sector employee perceives an accountability dilemma, whereas the organizational collectivism increases the likelihood of perception of accountability dilemma. In contrast to the theoretical assumptions, most of the public sector employees are less likely to perceive an accountability dilemma. However, the research results indicate the likelihood that a public sector employee perceives an accountability dilemma is influenced by proactive personality and psychological safety. The theoretical and practical implications of findings are delineated with respect to dilemma perception.
