This study examines how incorporating environmental indicators—specifically those aligned with the environmental dimensions of the Sustainable Development Goals (SDGs)—affects the classification and prioritization of vocational education and training (VET) strategies in Korea’s official development assistance (ODA) priority partner countries. Building upon existing frameworks based on economic, labor, and education variables, the analysis introduces environmental variables to explore their added value in shaping cooperation strategies. Using a fuzzy-set-based quadrant visualization method, the study classifies 19 countries into four typologies—Innovation-driven, Labor Market Activation, Foundation-building, and Environmentally Urgent. While the overall classification structure remains stable, the inclusion of environmental indicators reveals meaningful intra-group differences. Even within the same quadrant, countries diverge in environmental vulnerability or readiness, necessitating differentiated policy responses. High-environment-score countries in the Innovation-driven group are advised to adopt green technology training and R&D collaboration. At the same time, those with lower scores may require support to reduce pollution and promote sustainable production. Similarly, Environmentally Urgent countries with economic and educational strengths still demand focused interventions in green job creation and ecosystem restoration. These findings underscore the relevance of integrating environmental sustainability into VET development strategies and contribute to the evolving discourse on green ODA and inclusive development partnerships. The study demonstrates that environmental variables do not replace but rather refine existing classifications, offering more precise policy guidance for differentiated international cooperation.
