Aftermath of 1980s recession hitting around the world economy, the gap of income between developed and less developed countries (LDCs) widened as a result of the sharp increase of foreign debt to LDCs. With internationally rising concerns over the overall gap between the two, the international institutions came to realize the urgent need of global cooperation for narrowing the gap not only resorting to giving assistance but also providing self-help volition among developing countries. This is why OECD has grouped DAC (Development Assistance Committee), the world’s main donors. As Korea has experienced developing economy since 1950s, Korea did know how to make good use of assistance or financial aid program. In this regard, Korea’s ODA program should be different from those countries in the perspectives of quality of ODA program. We will take a look at the chronological trends of Korean ODA programs for the first. Next, we will analyze current positioning of Korean ODA programs, comparing other ODA programs with Korea’s ODA programs. And then, we will apply Diamond model by M. Porter to reach desirable properties of Korea’s ODA programs. As a contribution of our paper, we will show you the strategic vector of Korea’s ODA program connecting cluster of innovation (COI). For the last, implications and limitations of our paper will be added in conclusion. Korea has little experience as well as short history to take active roles as ODA donor countries. That is why Korea’s ODA program should be realigned for strategic vector to attain the desired goal not to mention of increasing efficiency of the programs. Especially, we try to bring forth a framework of COI as a solution.
