This study explored alternative operational strategies for contract-based schooladministratives through the concept of "educational specificity" as a basis formanagement system legitimacy. Using Mintzberg's professional bureaucracytheory and Jackson & Schuler's HRM fit model, the study derived two criteria—"curriculum involvement" and "continuity"—to reflect school organizationalcontexts. Thirty-seven educational professionals evaluated these two dimensionsacross 21 contract-based school staff occupations. Analysis revealed varyingdegrees of curriculum involvement and continuity needs across occupations, withno inevitable relationship between curriculum involvement and human resourcedemand continuity. Results suggest that educational specialization conceptsshould be applied more flexibly rather than creating rigidity in managementsystems, and that policy alternatives should include operational systemimprovements and job-centered classification restructuring beyond traditionalapproaches focused solely on legal status clarification and professionalismenhancement.
