열린교육 정책에 대한 교사집단의 불순응에 관한 연구

초록

There are very few cases where reform policies are implemented smoothly, according to the initial goals, without any faults occurring, even though they were driven by strong governments. The 'Yeolin (Open) Education' policy adopted by 5.31 Reform in 1995 was the case of implementation failure, being given up officially in 2001 when Improvement of Classroom Instruction replaced it. This study dealt with policy compliance and noncompliance by the target group, which is one of the most influential elements for successful implementation. Specifically, responses to 'Yeolin Education' policy by 90 teachers in Seoul were surveyed in terms of five types of policy noncompliance suggested by Coombs(1980), i.e., communication-oriented noncompliance, resources -oriented noncompliance, policy-oriented noncompliance, behavior-oriented noncompliance, and authority-oriented noncompliance. It was revealed that teachers showed all kinds of noncompliance towards the Yeolin Education policy. Among them, authority-oriented noncompliance and resources -oriented noncompliance were the most prevalent.
