This study investigates the crisis response governance of Geoje, an industrial city centered on the shipbuilding industry, with the aim of identifying how structural exclusion of stakeholders and the unfair transfer of risks have hindered regional recovery and transformation. Utilizing the indicators proposed by Morrison (2014), the study diagnoses how policies became fragmented and lost synergy within a dual labor structure characterized by dependency on large corporations and subcontracting practices. The analysis reveals that formal consultation bodies functioned only nominally, excluding key stakeholders, while policy tools remained short-term responses that failed to address the unjust employment structure on the ground. The findings confirm, through empirical analysis, that achieving an effective industrial transition requires more than fragmented and quantitative policy inputs. Rather, it necessitates institutionalizing an integrated governance framework that can resolve structural injustices in the labor field and build trust among all stakeholders.
