The purpose of this study is to develop an ODA evaluation model centered on performance - based evaluation and monitoring. This study improves the existing ODA project evaluation model by reflecting the characteristics of the development cooperation field where field expertise and business relevance are very important. In this study, we examine the development process and application status of ODA performance based project evaluation model through review of existing literature and theoretical discussion, and analyze and apply key principles and indicators of participatory decision making and evaluation model. First, the performance-based project management system spreads. Second, the establishment of partnerships in international cooperation has become an indispensable element in ensuring cooperation and sustainability. Third, the participatory approach is useful as a way to apply partnership building to planning, performance, and monitoring. Fourth, the participatory evaluation method involves diverse stakeholder based on expertise and relevance. Finally, the case study of the performance based project evaluation model applying the participatory method shows the impact to widen diversity and democracy through the ODA evaluation process. Through this study, an evaluation model that more closely matches the trends of ODA projects, which emphasizes the diversity of participants in performance - based evaluation models, empowerment of the beneficiary country, sustainable business effects are presented.
