In order for our society to move forward to a fair and just civil society, ethical reflection on how the form of power occupied by individuals and society can be applied and developed into a reciprocal relationship should be preceded. For this purpose, the study selects Thomas Hobbs’ book “Leviathan,” which argues for the national theory of absolute power in civil education in “Social Justice and Human Rights,” and the Russian film “Leviathan” as learning media to analyze the power patterns and dominance expressed in the film. The research method was conducted in the process of analyzing the meaning of power implied in the film and in the process of discussing the educational meaning of citizenship education by using the movie “Leviathan” in the citizenship education class. In class, after watching the movie, the perspective of the movie was presented, and based on critical thinking and problem recognition, they were asked to write the contents of the expanded awareness of social phenomena and the contents of ethical reflection. Results, the meaning of citizenship education through the movie Leviathan is explained in two ways. First, the movie Leviathan provides an extension of social phenomena in the process of socializing critical thinking about the social system created by corrupt power and the moral values that our society should pursue. Second, it provides insight into “social justice and human rights” and justification for ethical reflection by allowing characters to sympathize with how the instability of a social system whose moral values have been lost violates human life. The essence of citizenship education lies in fostering citizenship that practices ethical attitudes and moral values while reflecting on how humans should live as social beings. In this regard, the movie “Leviathan” which raised the issue of socialization of corrupt power, such as power dominance, conflict, tyranny and collapse, can explain educational meaning and value in that it motivates higher thinking and empathy through discussion and thinking on ethics in citizenship education under the theme of ‘social justice and human rights’
