The purpose of this study is to explore the causal conditions that determine youth active labor market policy budgets for metropolitan governments now that the role of local governments in labor policy has been highlighted with the recent establishment of the Youth Act. This study sets the proportion of youth active labor policy in the total budget of 17 metropolitan governments for 2022 and 2023 as the outcome condition. It considers regional characteristics that may affect this proportion, such as fiscal, demographic, social, and employment market factors. Fuzzy-Set Qualitative Comparative Analysis is used to analyze the combined causal relationships among those factors. The results confirm that local governments' financial independence levels do not determine the activeness of the youth labor policy budget. Instead, those levels respond more sensitively to rapid population decline than to the issue of youth employment. These results show that budget-setting capabilities that establish strategic goals, along with appropriate budget-setting standards are still crucial in resolving youth employment issues. Therefore, for local governments to operate effective youth labor policies, an institutional mechanism is needed to check whether local government' policies and budget supports have been achieved.
