The purpose of this paper is to propose a strategy for regional cooperation in the Indo-Pacific region in response to emerging security threats and Korea’s strategic choices. For that purpose, this paper firstly discusses the current status and characteristics of major emerging security threats such as environment, health, cyber, and energy in the Indo-Pacific region. Secondly, we look at the current status of regional cooperation in response to emerging security threats, including responses at the QUAD and ASEAN plus level, and present regional cooperation strategies in the Indo-Pacific region, as well as Korea’s strategy in such regional cooperation. In the strategy of establishing a cooperation mechanism centered on Korea, it is necessary to clarify the principles of cooperation, namely inclusiveness, openness, and transparency, to secure the participation of countries in the region. In terms of the structure of cooperation, it is believed that establishing a minilateral mechanism for each emerging security issue rather than a comprehensive system will be more efficient in terms of utilizing the existing non-traditional security regional cooperation framework and experience. Also it seems more desirable to promote new minilateral mechanism led by Korea on issues where Korea has competitiveness rather than utilizing the existing multilateral framework in the region.
