This study was intended to discuss what efforts universities should make to train citizens and to present education programs as a practice. Examples of the development and operation of education programs that can define citizenship as a member of the citizenry and realize a proper ethical attitude and social responsibility within the group in which they belong, and strengthen it, were presented. For the development of civil education programs, a literature survey and demand survey were conducted, and the program was actually operated after the program's goals were set. It was understood that civil education programs need to be designed and operated in conjunction with the core competences of universities, and that the components of detailed programs can be configured differently depending on the understanding or interest of students in the program. Through this study, we look forward to getting theoretical and practical ideas from universities that want to practice civil education.
