The purposes of this study were to explore the financial gaps among 228 local governments in child welfare budgets and to analyze the effect of fiscal adjustments in decreasing the regional financial gaps. For these purposes, we analyzed the gaps among 228 regions nationwide at three points: in the years of 2010, 2015, and 2019. The data collected for the analysis were the child welfare budget data per child of 228 local governments for the years 2010, 2015, and 2019. Coefficient of variation, the Gini coefficient, and coefficient of financial adjustment system were used to analyze the data. The results showed that the gaps in child welfare budgets of 228 regions have steadily decreased over the past decade. In addition, the effects of the fiscal adjustments decreased in 2015 when the decentralized grant tax system was abolished. However, the effects improved significantly in 2019 when large-scale cash welfare programs were introduced. The group of districts showed larger gaps in child welfare budgets compared to the other two groups (cities and counties). Based on the results, policy implications were discussed.
