초록
This study attempts to identify whether enhance the efficiency of local governments by restructuring of service delivery especially from market contracts back to in-house delivery. Namjeju-gun is the best practice for it. Namjeju-gun's contracted-out garbage collection services were contracted back into the public sector in 2007. By measuring the change of efficiency, we can get a better understanding of government service delivery. Local government restructuring should no longer be viewed as a simple dichotomy between private and public provision. Contracting back-in is an another service delivery alternative.
