Hate expression has been regarded as a universal emotion that causes division and conflict in Korean society. It spreads rapidly both online and offline and exerts a great negative effects on people and self-censorship. In the context, discussion on the need for regulation on hate expression are taking place at the macro level. On the other hand, micro level studies on why people think hate expression should be regulated are rare. The current study, based on the theory of communication and psychology, attempts to identify factors affecting the need for hate expression regulation. Results show that the stronger the perception that hate expression is likely to lead to crime and that hate expression is a result of revealing a latent discrimination in Korean society, the higher the degree of agreement on the need for regulation of hate expression. In addition, the degree of agreement on the necessity of regulation was higher among men than women and those with lower education level. Overall, the findings imply that the structure in which how much they experience and know hate expression reinforces the negative perception of hate, and that the reinforced perception affects the necessity of regulating hate expression is working. The implications of the findings were also discussed.
