This study examined attitudes relating to out-of-home care and family reunification of the child welfare agents. We collected information through on-line survey and compared the levels of child welfare attitudes with those of child welfare workers from Israel, Northern Ireland, Spain and the Netherlands. Additionally, the child welfare agents were grouped based on the results of latent profile analysis. First, Korean agents showed the lowest levels of ‘against removal.’ Second, Korean agents show the highest levels of ‘favorable view on residential care’ and not significantly higher or lower levels of ‘favorable view on foster care’ and ‘favor reunification and short duration of out-of-home care.’ Third, Korean agents showed the highest levels of ‘favor children's participation in decisions’ and the middle levels of ‘favor parents’ participation in decisions.’ Fourth, Korean agents were grouped into three groups of ‘favor out-of-home care and child participation’, ‘favor family preservation based on practitioner decision,’ and ‘favor family preservation based on child and parents participation.’ Based on the findings, we suggested directions for education and training for child welfare agents.
