In this study, the relative efficiency was measured through the DEA analysis method targeting 54 quasi-governmental institutions in Korea, and improvement measures were suggested to improve operational efficiency. Previous studies on the effectiveness of the public institutions mainly focused on public enterprises with higher market competitiveness, higher revenue generation, and relatively higher autonomy over quasi-governmental institutions, which had limitations in judging the operating status of quasi-governmental institutions and in the acceptability of the results. The relative efficiency of the 54 quasi-governmental institutions was found to increase under the VRS condition, indicating that the institutional efficiency increased when considering the size. And the status of returns to scale was found to be 22 IRS and 19 DRS, leading to the conclusion that the production relationship between input and output constitutes a variable returns to scale. As a result of increasing the discriminative power of the results by conducting an additional super-efficiency model (Super-SBM), the top institutions with high reference counts were in the order of DMU 13, 33, 8, and the relatively inefficient institutions were found to be DMU 41, 27, 48 and 23, which needed improvement. Based on the analysis results, management measures such as providing consulting to improve the operational efficiency of inefficient institutions and establishing mutual networking between institutions by discovering best practices were suggested. It also proposed drastic institutional innovation in institutional improvement orders, executive replacement, and institutional qualification screening systems to strengthen internal employee’s capabilities and improve operational efficiency so that quasi-governmental agencies can achieve fundamental purpose of supporting government tasks.
