Kingdon의 정책흐름모형을 적용한 학생맞춤통합지원정책 입법과정 분석

Research topics: This study aims to analyse the legislative process of the Student-Centered Integrated Support Policy based on Kingdon’s Multiple Streams Framework. Research background: Amid the decline in the school-age population, demand for an integrated support has increased due to the existing fragmented support systems and the growing number of students requiring academic, emotional, and welfare support · Differences from prior research: Whereas prior studies have focused on policy necessity and institutional design, this study identifies the mechanisms of policy formation and change based on Kingdon’s framework. Research method: This study examines the formation and interaction of policy streams through document analysis and media data (BigKinds). Research results: The results show that the policy gained momentum in response to growing demands was accelerated by political changes, and was formalised after a focusing event opened the policy window with gradual development supported by the engagement of stakeholders. Contribution points and expected effects: This study contributes to understanding the political dynamics of policy formation and provides theoretical and practical implications for further education policy design and legislation.
