초록

With the advent of hyper connected society, the concept of national security has been transformed from a traditional security that emphasizes the balance of power or deterrence against hostile countries to a more comprehensive security that extends to ‘political security,’ ‘environmental security,’ ‘resource security,’ ‘economic security’ and so on. A series of incidents, which are targeted locally, accidentally, and aimed at de-massification, have threatened national security. These incidents require us not only to redefine what national security facilities and national primary facilities are, but also to establish a system of security environment for emerging security. In this paper, we examine vulnerabilities of security corresponding to the changes in security environment in an era of new security. We point out the impact of social changes and the limitations of law and institutions concerned about emerging security, and then suggest its countermeasures and its long term development strategies.
