This paper analyzes the theory of action in Hegel’s Morality in Philosophy of Right from a public philosophical perspective. This study views an individual’s act not only as an expression of subjective will, but also as a process of forming meaning through interaction with the community in a moral, legal, and human context. Hegel believes that universality and publicness can only be realized when an actor is able to contemplate his or her actions from the perspective of others and the community, rather than viewing them as merely private. In particular, the distinction between ‘attempt(Vorsatz)’ and ‘intention(Absicht)’ emphasizes that the intention of an act is not merely a subjective purpose, but is formed in a universal context involving the community as a whole. The actor internalizes this universal perspective through cultivation(Bildung), which is the basis for the individual’s growth as a political subject. Furthermore, the actions of individuals are not merely private, but affect the formation of community norms and institutions, which are key drivers of the realization of publicness. This paper argues that Hegel’s theory of action can contribute to the moral maturation of all members of a community and the promotion of publicness, thereby shedding new light on the public-philosophical significance of Hegel’s philosophy.
