초록

The purpose of this study is to find out specific measures to prevent illegal supply of unemployment benefits in order to prevent leakage of employment insurance finances and to protect the rights of honest workers and legitimate beneficiaries. For this purpose, the law and disposition related to illegal supply and demand of unemployment benefits in practice were analyzed, and the current status of the illegal supply and demand of unemployment benefits in each year for 20 years from 2002 to November 2021 were analyzed and five specific preventive measures were derived. The necessity of checking whether the four major insurance losses are lost, strict examination of false work and camouflage employment (retirement), addition of sentences informing that illegal receipt of unemployment benefits is a crime when writing a confirmation letter, and additional collection disposition twice when denying supply and demand, and cooperation system specialized in employment insurance investigation were suggested. In the future, it is suggested that research to analyze in depth by approaching the path type and type of detection about the prevention measures of employment stability, maternity protection, and illegal supply and demand of vocational ability development is needed.
