This study aimed to develop a self-assessment tool to evaluate the employment readiness of NEET youth. A structured development plan was established, and key sub-factors of employment readiness were identified through a literature review. Three primary factors were derived: self-confidence, social relationships, and career readiness. Based on these, items were developed referencing existing diagnostic tools and prior research, resulting in a preliminary 28-item assessment tool. To validate the tool, two rounds of preliminary surveys were conducted. Participants were recruited from the Youth Challenge Support Program, a government initiative exclusively for NEET youth. The first survey involved item analysis and exploratory factor analysis, while the second survey conducted confirmatory factor analysis and reliability testing. As a result, a refined 26-item assessment tool was developed, covering the three sub-factors of employment readiness. This tool can support the effective implementation of policies for NEET youth and facilitate systematic data collection on their employment competencies in South Korea. Additionally, it can serve as an indicator for evaluating the effectiveness of related policies.
