It is a crucial moment for Gyeongg-doi Province to make rational choices and decisions in establishing employment policies aimed at achieving economic development and enhancing regional competitiveness. In particular, the formulation and implementation of employment policies by basic local governments in Gyeonggi-do Province each with distinct regional, economic, and industrial characteristics not only play a significant role in addressing employment issues within cities and counties but also greatly influence balanced regional development across the province. This study examines the determinants of job policy budget decisions in basic local governments in Gyeonggi-do by employing Fuzzy-set Qualitative Comparative Analysis (fsQCA). Based on six causal variables, causal configurations were constructed to assess both Y-consistency and N-consistency. To address the methodological limitations of fsQCA and enhance the robustness of the findings, a Random forest analysis was further conducted to identify the key factors influencing job policy budget decisions. The analysis revealed that there were no necessary and sufficient conditions that simultaneously satisfied both Y-consistency and N-consistency in determining employment policy budgets. However, it was confirmed that lowering the benchmark index established sufficient conditions in many employment policy budget cases. Among the five causal sets, the productive population and employment rate were identified as common core conditions. Random Forest Analysis further identified vacant jobs and the productive population as the most important factors in predicting employment policy budget decisions. Overall, the results indicate that vacant jobs and the productive population should be considered the highest-priority indicators among various employment-related metrics when determining Gyeonggi-do Province’s employment policy budgets. Additionally, the study confirmed overlaps among regions based on causal combinations, suggesting the need to consider the mutual influence of various factors when allocating limited resources for regional job creation. Given that employment indicators carry different implications depending on regional characteristics and labor market conditions, the study concludes that prudent decision-making is required based not on a single indicator, but on the interrelationships with other indicators and their ongoing trends.
