외국인 계절근로자 제도의 권한과 책임의 불일치:다층적 거버넌스의 관점에서

초록

(Purpose) This study examines the governance structure of Korea’s seasonal migrant worker program by analyzing how authority and responsibility are distributed across policy actors and how this distribution shapes policy accountability. (Research methods) Drawing on multi-level governance and accountability frameworks, this study conducts a qualitative document analysis of policy documents, legal frameworks, and official reports. It identifies key policy actors—including central and local governments, employers, and intermediary organizations—and examines how major policy functions are allocated across different stages of the policy process. (Findings) First, policy functions are dispersed across multiple actors within a multi-level governance structure. Second, this functional dispersion generates a systematic misalignment between authority and responsibility. Third, such misalignment weakens accountability by obscuring the attribution of responsibility and producing structural accountability gaps in policy implementation. (Conclusion and recommendations) This study reconceptualizes Korea’s seasonal migrant worker program not merely as an administrative arrangement, but as a governance system characterized by authority–responsibility misalignment. It argues that strengthening accountability requires a clearer alignment between authority and responsibility, as well as a more explicit allocation of responsibility across policy actors.
