This study focuses on the Committee Rules as an alternative to reorganize and revitalize the National Assembly Rules on the purpose of improving the efficiency of the Standing Committee. The National Assembly was authorized by the Constitution of 1948 to enact a rule concerning on the decision-making process. However, as the general rules on the decision-making process were laid down in the National Assembly Law, the National Assembly Rules became sub-systemic of the Law. Therefore, the National Assembly Law covers a wide variety of contents on the general operation of the National Assembly, and it becomes inelastic in dealing with the complex specificity. The National Assembly Rules are limited to those dealing with auxiliary procedures. This study confirms these problems by examining the contents and scope of, and the procedures for enacting/revising the Rules and conducting in-depth interviews with the committee staffs. It is time to consider the institutionalization of decision rules to resolve unnecessary conflicts in legislative decision-making and to increase independence and efficiency in decision-making procedure. Specifically, this study suggests that the contents of the National Assembly Law shall be categorized by the general principles, the details set forth in the Rules, and the Committee Rules establish the flexible contents in accordance with the policy areas of specific committees.
