n this paper, I pay attention to World Citizenship or Global Citizenship Education as the basic philosophy for coexistence of people all over the globe. In particular, I will analyze Japan’s Curriculum Guidelines for elementary schools and discuss about the Japan’s acceptance of Global Citizenship Education. To this end, we will first review the multi-layer meaning of Global Citizenship Education. Next, I discuss the Indicator of Global Citizenship Education presented by international organizations and Korean researchers. And finally, we will look at how the Indicator of Global Citizenship Education have been reflected in Japan’s Curriculum Guidelines for elementary schools. Through these discussions, I was able to confirm the gap between Japan’s National Curriculum and Indicator of Global Citizenship Education. It is summarized as follows. First, it is important to comprehend the meaning of globalization in determining the contents and methods of the National Curriculum. This is a matter of how to harmonize between cultural, historical, and social special circumstances in each country and global universality, and shows that ideals and contents of both can be collided with each other. Nevertheless, second, it is worrisome that the contents of traditional education and hometown education emphasized in Japan’s Curriculum Guidelines may be inclined to patriotism, which is different from the love of humanity in Global Citizenship Education. This is because the National Curriculum, which is contrary to the contents of the Global Citizenship Education, eventually violates the rights of its citizens. Third, it should be paid attention to the tendency emphasizing the development of Active Learning and foreign language skills as individuals’ creative, collaborative and self-reliant capacity in Japan’s Curriculum Guidelines. In order for the direction and contents of Japan’s Curriculum Guidelines to be linked to the indicators of Global Citizenship Education, concrete analysis of what kind of learning activities are carried out in the field of education should continue. 목차
