This study aims to propose ODA-based strategies for establishing sustainable entrepreneurship ecosystems within higher education institutions in Sub-Saharan African developing countries. Many African nations face structural constraints—such as weak institutional frameworks, limited technological infrastructure, and restricted access to finance—that hinder effective entrepreneurial development and reduce the impact of existing ODA initiatives. By examining Korea’s experience in higher-education-driven entrepreneurship support, the study identifies key elements applicable to the African context, including the establishment of legal and organizational foundations, reinforcement of entrepreneurship education, promotion of technology-based commercialization, and support for early-stage startup development. Institutionalizing university-based entrepreneurship support offices, enhancing entrepreneurship education systems, facilitating the commercialization of research outcomes, and strengthening collaboration with local communities and industries are identified as critical areas for phased adoption. Furthermore, applying the quadruple helix model highlights the importance of integrated cooperation among government, universities, industry, and local communities in building sustainable entrepreneurship ecosystems. The findings suggest that improving institutional frameworks, gradually expanding university entrepreneurship support structures, and reinforcing external linkages are essential for developing effective university-centered entrepreneurial ecosystems in African developing countries. Korea’s experience offers a valuable reference for designing context-specific ODA strategies in this field.
