This paper covers overall reviews of research ethics issues precipitated by Hwang woo-seok affair and it tries to develop various ways to establish research ethics. The primary cause of violation of research ethics derives from common human nature which ``violates regulations and seeks grace``. Therefore, we have to realize the results caused by violation of ethics and it is required to educate people to have will to follow ethics. This education will be too late if it is done after people become professionals. The whole process of educating people to follow regulations and try to do their duty accordingly should be done before elementary school or even earlier stage. Only based on this, we can properly punish violation of ethics. To make this education more effective, introspection about necessity of following research ethics is required. We clearly found the fact that violation of research ethics can cause destruction of not only the researcher himself but also the whole community. Therefore, we should be aware that violation of research ethics might have enormous effects on not just individual level but on the whole community. Based on this education, we have to soundly establish the system to take full responsibility for following ethics. Along with the punishment of misconduct, we have to offer proper reward for following ethics. Then, people can realize that following the ethics is important value that we have to pursue consistently. In order to do that, we need to assign the system to encourage observation of ethics and supervise them according to their positions. Various social structures ­ such as research institution, organization and government ­ have to prepare ethics establishment systems.
