This study aims to develop a performance management system and evaluation indicators for the Competency Development Consulting Program (CDCP), launched in 2023 to enhance HRD in SMEs. The current evaluation of the program focuses on achieving quantitative performance targets, and a comprehensive performance indicator system is lacking. This study developed performance indicators using literature analysis, focus group interviews, expert validity verification (CVI), and hierarchical analysis (AHP) Performance is measured mainly by quantitative targets, lacking a comprehensive system. Using literature review, FGI, CVI, and AHP, 32 indicators were derived, and 12 key indicators were selected. The most important was the “3% increase in participating firms,” followed by the “HRD consultant certification rate” and “training participation rate.” This study offers a foundation for systematic program evaluation and future policy use.
