초록

The purpose of this study was to examine the perspectives of child welfare workers who protect children in crisis, such as residential institutions for children, group-home, the Child Protection Agencies, and Foster Care Center. To this end, 12 FGIs consisting of 62 workers were conducted and their statements analyzed the topics revealed for each stakeholders(child, family of origin, alternative care service for children, the public child protection system) in family reunification process. As a result of the analysis, the perspectives on stakeholders were roughly different and counter to. These conflicting views can lead to different orientations for each facility in relation to reunification, and may lead to differences in performance on reunification results, and will also hinder policy consensus. Based on these results, child welfare practice and policy implications were discussed to help out-of-home care child’s reunification with their family.
