In this research we suggest a policy proposal on efficient reinforcement plans for the Korea-Africa development and cooperation in education sector. For the application of the plans, priority countries are selected. The selection method is a quantitative analysis based on the GE & McKinsey matrix. Firstly, countries are selected through the quantitative analysis. Later, the qualitative analysis decides the suitability of each country for cooperation in education. The quantitative analysis consists of two axis which comprise different evaluation items. The X axis comprises the ‘level of education’of African countries, and the Y axis, the‘socio-economic level’of the countries and the‘relation with Korea.’ The evaluation items in each axis have multiple indicators of different weight values. The countries have been selected primarily considering the existing infra for cooperation, volition of the government, stronger potential for the ripple effect to neighboring countries and the historic and economic relation with Korea. The research selected countries and grouped them in the order of priority in regard to the easiness and feasibility of carrying out the development and cooperation plans. As for the education sector, it selected Ethiopia, Mozambique, and Cameroon as the ‘top priority countries,’ and Uganda, Rwanda, and Algeria as the ‘second priority countries for support.’ In conclusion, the direction of future support adopts the choice and concentration strategy for higher efficiency and quality outcomes focusing on building soft powers in both sectors. Cooperation in the education sector mainly focuses on reinforcing female, child and elementary education. As a whole, this research develops plans adapted to the distinctive characteristics and nature of the African countries. It aims to produce successful examples in the areas of development and cooperation in the sectors with Africa and thereby to become a model for future projects in the same fields. In doing so the plans will contribute to elevating the international stature of Korean foreign aid and reinforce the diplomacy with developing countries in the education area.
