초록
We could not have avoided errors in any policy made on bounded rationality in the uncertain situation This study regards the case of performing the policy without learning about possible errors of the process as a learning failure of the government organization. This research will recommend that the building of learning organization will provide strategies of overcoming the learning failure. As a case of leaning failure of government organization, this study those Shihwa-ho policy, and with the perspective of system thinking, showed the reason why the government organization made the similar errors like the case of Shihwa-ho policy. With that, this study would like to suggest the building of learning organization for the government organization as an alternative and a strategy to overcome the limit of the way of solving problem. The term `building of learning organization for the government organization` means that the way of overcoming the limit of government organization is to change government organization into learning organization. At the same time, this study discussed the matters to be considered when we would apply the strategy in the similar environment and development policy such as Shinwa-ho policy.
