초록

The purpose of this study is to describe illegal parking and stopping and to provide improvement plans for effective law enforcement. First, the definition, categories, and enforcement process for illegal parking and stopping were explained, as well as related statistics such as total number of cases, amount and collection of penalty, and several problems raised by illegal parking and stopping were also discussed. The study provided two effective law enforcement processes. First, law enforcement officers must be able to regulate violators on site regardless of current five-minute regulation criteria in order to assure pedestrian safety. Second, illegal parking and stopping should be independently controlled from head of local governments. Flexibility of control and decisions of prohibited areas for parking and stopping should be based on the characteristics of each district. As results, public safety can be ensured by preventing various problems such as pedestrian accidents from illegal parking and stopping and quality of life for community residents can be increase by maximization of road traffic conditions.
