초록

We predict the increasing trend of outstandingly talented foreigners residing in Korea, which requires us to re-define Korean-style outstanding talents suitable for the Korean context. Furthermore, a support plan for social security has been prepared for them to settle successfully in the Korean community. The visa system has been reclassified to predict future trends to establish safe cultures welcoming outstanding foreigners. By in-depth interviews with foreign support experts, the concept of outstanding foreign talents in the Korean community has been formed. Moreover, possible supporting measures for settlement in Korean society has been established. The excellently talented foreigners have been steadily increasing though at a relatively slow pace, however, increasing at absolute levels even under the COVID-19. However, it is not applicable to foreigners with low skills. In addition, it was generally accepted that the improved proficiency of foreign workers needs to be recognized although they entered Korea as low-skill labor in the beginning, and that they should be friendly and essentially secured as the Korean society needed foreigners.
