In this study, since the enactment of the Culture and Arts Education Act in 2005, the concept of culture and arts education has been established or shaken by policies. In the midst of the expansion and change of the base of culture and arts education, it is an opinion on previous research to improve the role limitations and support system of artists teaching artists (TAs), and aims to understand the concept and purpose of culture and arts education. To this end, the role and direction of art educators according to the goals of culture and arts education were examined by reviewing and analyzing Korea's culture and arts education support policy through literature review. As a result, due to the absence of the theory of culture and arts education reflecting Korea's characteristics, the responsibility was transferred to cover up the education of art educators with personal capabilities, which led to the conclusion that it was difficult to enter the market as a professional manpower. To this end, it is expected that experts in culture and arts education, along with realistic policy research, will lay the foundation for establishing the role of art educators by firmly determining the meaning and necessity of culture and arts education. The role of an art educator is not just to inform and present culture and art, but can also be recognized as an educational practitioner who can encompass both by life cycle or beyond the spatial limitations of the entire life and according to the educational essence. In other words, the basis, elements, systems, and foundations for establishing the concept and direction of the artist as an artist and an educator who reflects the characteristics of Korea and teaches through this must be carried out together.
