The purpose of this study was to analyze the achievements and limitations of the Psychotherapy and Counseling Services for Children and Adolescents in Foster Care (hereinafter referred to as “the Services”) and to propose strategies for providing more effective psychological and emotional support to children in need of protection. For this purpose, Focus Group Interviews (FGI) were conducted with eight professionals who have experience in providing psychological and emotional support in child welfare facilities or participating in the Services. The data collected from the FGI were analyzed using qualitative analysis methods. The main research findings were as follows: The Services were found to have a positive impact on the psychological stability and social adaptability of children in foster care. However, several limitations were identified, including a lack of continuity in treatment due to short-term support, the constraints of the K-CBCL-centered evaluation system, and imbalances in resource distribution across regions. To address these issues, the study suggests the introduction of a multifaceted evaluation system, the implementation of long-term interventions lasting 2-3 years or more with realistic treatment costs, and the simplification of administrative procedures. This study is significant as it provides policy recommendations to enhance the effectiveness of the Psychotherapy and Counseling Services for Children and Adolescents in Foster Care, ultimately supporting the healthy development of children in need of protection.
