International commerce has been transformed into global commerce with the advent of global value chain (GVC). Bilateral transfer of a single item has expanded to multilateral transfer of multiple package of such factors of production as capital, human resource, intangibles not to mention of final goods or services. In this respect, traditional approach of promoting international commerce called for a new innovative approach, which is called at large, economic diplomacy(Economy+Diplomacy). Korean government has also participated in this stream of new approach of trade promotion. This study tried to define the concept of economic diplomacy, different from commercial diplomacy or army diplomacy. This new type of promotion of government driven approach makes its form as private public partnership(PPP) a kind of package deal between government to government negotiation. In the face of limitation of the study that the effect of economic diplomacy has time lag effect, in order to test its performance, Granger causality test has done to major countries such as US, China, Netherlands, Germany, Japan, Philippines and Korea seeking to make economic diplomacy as an engine for innovative growth in a way to find connection between export volume and GDP. Even there remain constraints of research result in the aspect of methodology, US, China and Netherlands showed significant causality and others not. Economic diplomacy might be one of alternatives as trade booster in the age of global commerce and Korea needs more concern and attention to this change and change of promotion approach. In addition, the planning of economic diplomacy is also to be developed more to make a business platform.
