Objectives: The purpose of this study is to analyze the strategies and effects of ODA policy projects led by universities as a representative type of ODA project reflecting this tendency. Originality: In the analysis of the contents of the project, the evaluation system, and the governance system, are the precedents for successful higher education reform ODA projects in terms of its effect and meaning. Methods: This study is case study on the selected ODA project; Sweden- Mozambique, Germany-Cameroon, and Japan-Indonesia cooperation practices. Results: First, in the case of ODA projects focusing on curriculum and department opening, it is important to focus on cultivating local manpower. This was commonly found in the analysis cases that focus on establishing long-term goals with the graduates and career advancement in mind. Second, it is important to understand the competence of the recipient university. Understanding of the educational system and licensing and licensing system of the recipient country is the basis. Lastly, projects through higher education reforms are based on long-term and extended projects (vocational training and graduate incubation) leading to bearing native professors and researchers in the recipient country. Conclusions and Implication: The characteristics and significance of ODA policy projects based on university leading higher education innovation derived can be applied to Korea’s ODA policy projects run and driven by university, such as The Leading University Project for International Cooperation(LUPIC).
