With the recognition that ICT can be a key variable in economic development and the importance of ICT is emphasized for the purpose of bridging the informatization gap in the international community, Korea’s ICT ODA has also continued to develop. As a result, the importance of research on ICT ODA in Korea was highlighted, and one of them is a study to clarify the nature of Korea’s ICT ODA covered in this study. In this conext, this study analyzes the characteristics of Korea’s ICT ODA, which is being carried out based on the perception that it can be a key variable for economic development and for the purpose of resolving the information gap in the international community. In order to achieve the goal, a panel tobit empirical analysis is conducted on DAC recipient countries from 2006 to 2023, with Korea’s interest variables such as security interests, economic interests, and the needs of recipients in ICT. The analysis results reveal that Korea’s security interests influence one of sub-types of ICT ODA, economic interests are consistently important variables, and the need of recipients in ICT is also an important variable. However, there were some differences depending on the indicators measuring each variable. In the end, these analysis results show that Korea’s ICT ODA policy is responding to the needs of recipient countries, while also considering Korea’s security interests and economic interests. Unlike previous studies, these results can be considered more robust arguments. However, these results have limitations in that this analysis omits the analysis of ‘convergence ODA’.
